Dugtrio or Rhydon or Hippowdon
Swampert (Water Gun/Hydro Cannon/Earthquake) - Handles Dugtrio, Rhydon and Hippowdon
Lucario (Counter/Power Up Punch/Shadow Ball) - Strong against Persian
Players that have strong versions of those three Pokemon should have no problem taking down Giovanni’s squad. If those aren’t options, some other good substitutes include Machamp (Counter, Cross Chop), Kyogre (Waterfall, Hydro Pump), Gyarados (Dragon Brath / Waterfall and Hydro Pump), Melmetal, Torterra (Razor Leaf, Frenzy Plant, Stone Edge).
